    Mission Vatsalya – Savdhanam Sanrakshanam

    Indira Gandhi Sukh Shiksha Yojana

    Introduction

    Indira Gandhi Sukh Shiksha Yojana is a social welfare scheme launched by the Himachal Pradesh government in December 2024, aimed at providing educational and financial support to children of widows, divorced women, destitute women, and disabled parents.

    Objectives

    1. Financial Support: Provide monthly financial assistance to children of widows, destitute women, divorced women, and disabled parents.
    2. Educational Empowerment: Facilitate access to education by covering tuition and hostel expenses for higher education.
    3. Child Protection: Prevent child exploitation, trafficking, and child marriage by supporting vulnerable families.

    1. Permanent residents of Himachal Pradesh.
    2. Annual family income less than ₹1 lakh.
    3. Children under 18 years of age from eligible families.

    Benefits

    1. For Children Under 18 Years: ₹1,000 per month for education, health, and nutrition expenses.
    2. Higher Education Support: For students aged 18 to 27 pursuing degree, diploma, or vocational courses in government institutions, free education and hostel facilities are provided, or ₹3,000 per month for PG accommodation if hostel facilities are unavailable.

    Indira Gandhi Sukh Shiksha Yojana

    Mukhyamantri Sukh Ashray Yojana

    Introduction

    Mukhyamantri Sukh Ashray Yojana is a flagship social welfare initiative launched by the Himachal Pradesh government on February 16, 2023. The scheme aims to provide comprehensive care, education, and support to orphans, abandoned children, specially-abled individuals, destitute women, and senior citizens, recognizing them as “children of the state” and ensuring their holistic development.

    Objectives

    1. Declare orphans and abandoned children as state children and ensure their care, education, and social security.
    2. Empower destitute women and elderly individuals through financial assistance, housing, and skill development.
    3. Provide inclusive support covering health, education, housing, livelihood, and marriage.

    Eligibility

    1. Permanent residents of Himachal Pradesh.
    2. Orphans, abandoned, or specially-abled children under 27 years of age.
    3. Destitute women who are either unmarried or whose husbands have been missing for over 7 years.
    4. Senior citizens without support.

    Benefits

    1. Children Aged 0-14 Years: ₹1,000 per month for general maintenance.
    2. Children Aged 14-18 Years and Destitute Women: ₹2,500 per month.
    3. Young Adults Aged 18-27 Years: ₹4,000 per month pocket allowance; up to ₹1,00,000 annually for coaching and hostel fees; ₹3,000 per month for PG rent where hostels are unavailable.
    4. Housing Support: 3 bighas of land and ₹3,00,000 for house construction.
    5. Marriage Support: ₹2,00,000 as marriage assistance for eligible beneficiaries.
    6. Self-Employment Support: ₹2,00,000 one-time grant to start a business or profession.
    7. Educational Exposure Tour: 15-day annual educational tour including air travel and 3-star hotel accommodation.

    Scheme for Rehabilitation Support for Minor Victims of Rape, Child Abuse, and Objectification

    Introduction

    Scheme for Rehabilitation Support for Minor Victims of Rape, Child Abuse, and Objectification is a dedicated initiative aimed at ensuring the safety, healing, and societal reintegration of victimized children. The scheme provides emergency assistance, legal support, psychological counseling, education, housing, and long-term rehabilitation, keeping in mind the physical, mental, and emotional trauma faced by victims.

    Objectives

    1. Provide immediate relief and rehabilitation services to minors who are victims of rape, abuse, and objectification.
    2. Ensure the availability of psychological counseling, medical care, education, and legal assistance.
    3. Promote long-term social reintegration and self-reliance through structured support.
    4. Encourage child-sensitive practices in institutions related to child protection and rehabilitation.

    Eligibility

    1. Minors under 16 years of age who are victims of rape, abuse, or objectification, identified by the police, Child Welfare Committee, or competent authority.
    2. Children rescued from trafficking, pornography, or any form of sexual exploitation.
    3. Victims who are residents of Himachal Pradesh or found within the state’s boundaries.

    Benefits

    1. Monthly Financial Support: ₹7,500 per month provided to minor victims as livelihood support until the age of 21.
    2. Counseling Services: Intensive psychological counseling provided by trained counselors to victims and their family members for six months.
    3. Holistic Rehabilitation Support: Support for education, health, skill development, and social reintegration to ensure self-reliance and a dignified life.
