Vision
To ensure that “Access to Justice for All” is not just a constitutional promise but a practical reality for every citizen of Himachal Pradesh especially the marginalized and vulnerable sections of society.
By fostering an inclusive and effective legal services mechanism, the Himachal Pradesh State Legal Services Authority envisions a just society, where no person is denied justice due to economic, social, geographical, or other disadvantages.
Through collaboration with judiciary, civil administration, civil society, and legal professionals, HPSLSA aims to strengthen legal awareness, enhance legal aid and promote the methos of alternative dispute resolution in even the remotest hills and valleys of the State.
Mission
- To provide free and competent legal aid, assistance and services to the weaker and disadvantaged sections of the society, in accordance with the mandate of the Legal Services Authorities Act, 1987.
- To expand the reach of justice through well-coordinated and innovative legal literacy, awareness, and empowerment programmes adapted to the socio-cultural and geographical landscape of Himachal Pradesh.
- To develop and strengthen ADR mechanisms such as Lok Adalats and Mediation at district and sub-divisional levels, ensuring prompt and cost-effective justice.
- To act as a bridge between the beneficiaries and government welfare schemes ensuring that entitlements reach the eligible persons through legal facilitation and awareness.
- To build a trained and committed cadre of Para Legal Volunteers (PLVs), who work as legal foot soldiers across urban, rural, remote and tribal areas.
- To ensure effective implementation of NALSA schemes, with a focus on the needs of women, children, senior citizens, differently-abled persons, undertrials, and other vulnerable groups.
- To uphold the values of social justice, equity, and empowerment by fostering a legal services delivery system that is responsive, accessible and efficient.
